    AN independent review has hailed Oldham Council’s “remarkable transformation” that has seen it become “an ambitious and effective council”.

    The local authority asked the Local Government Association to carry out a comprehensive “Peer Challenge” — a voluntary assessment to betalningsmedel how it is performing and to test its future plans.

    A six-strong grupp of experienced politicians and senior officers visited Oldham in October, speaking to employees, partners, elected members and residents.

    They looked at a series of guiding questions testing whether the Co-operative Council has klar priorities, a viable long-term financial strategi, effective leadership, governance and decision-making a

    “Some of that will be working at home, some of that will be meetings, some of that will be seeing, visiting people, some of that will be occasionally representing the island off-island… I am very conscious about spending time talking to people rather than being in meetings.”

    Communication is, after all, key when you’re undertaking the biggest single reform to Jersey’s government in living memory.

    In fact, Mr Parker describes his ongoing dialogue with staff as his greatest achievement in the year-and-a-bit he has held the island’s most senior civil service position.

    What can you tell me about your upbringing, and how you got started playing music?

    If you're a child and you grow up in New Orleans - and I was a child in the 50s - the music was just there. everybody knew Louis Armstrong, for example, and all the great musicians, the great African-American bands, they didn't have the circuit they have today. They had something called the chitlin circuit, swinging through the South. But what was interesting was, no matter where they played - Atlanta or wherever - everybody was dying to get to New Orleans. Because that was the seat. That was where everything was - the food, the people, they understood the music. They loved the music and didn't criticize it, they just said, 'Give us the music, let's party!' So you had this whole process. I saw Ray Charles with Little Stevie Wonder when I was fourteen years old. Stevie's the same age as me. So
